When Joe Mendelson, an idealistic young lawyer, filed a petition in 1999 requesting that the EPA regulate gas emissions from new cars, no one expected him to get very far. But Mendelson persisted, and, joined by twelve states, several cities—including D.C.—and organizations such as the Sierra Club, Greenpeace, and the NRDC, eventually brought a successful suit before the Supreme Court. In this compelling account of the 2007 Massachusetts v. EPA decision, Lazarus, a Harvard Law professor who has represented the government and environmental groups in forty Supreme Court cases, tells the inside story of this landmark environmental ruling—one the Trump administration threatens to overturn.
